Miss compliance and you are at the Committee of Adjustment, where a standard residential minor variance application runs roughly $2,500 in fees and adds months to the schedule. 3. Heritage, ravines and overlays

If your property sits in a Heritage Conservation District, expect additional review, restrictions on materials and window replacement, and constraints on any change visible from the street. If you are near a ravine or within a TRCA-regulated area, conservation authority review is required and adds both fee and schedule. Neither of these makes a project impossible. Try getting a 40-yard bin onto a semi-detached lot on a narrow Danforth street. 5. Party walls and attached construction

Semi-detached and row housing introduce a constraint that detached homes do not: you share structure with someone else. Underpinning next to a party wall requires engineering and, frequently, notice and coordination with the neighbouring owner. Sound separation must be built rather than assumed. How to Estimate Your Own Budget Before You Talk to Anyone

You can build a defensible working range on your own in about an hour.

Step 1 — Measure honestly. Use actual above-grade square footage. Note separately any basement you intend to finish, and any square footage you intend to add.

Step 2 — Choose your scope tier. Cosmetic, mid-range, high-end or gut. Be truthful about which one your inspiration photos actually represent. Most people’s Pinterest boards are one tier above their stated budget.

Step 3 — Apply the complexity multipliers. Add to your rate if any of the following apply:

  • Home built before 1960
  • Known knob-and-tube, galvanized plumbing or asbestos
  • Relocating a kitchen or adding a bathroom where none existed
  • Removing load-bearing walls
  • Underpinning or foundation work
  • Semi-detached, row house, or a lot with no vehicle access
  • Heritage district, ravine lot, or any variance requirement

Step 4 — Multiply. Square footage × rate = construction cost.

Step 5 — Complete the picture. Add 10% for soft costs, 13% HST on the total, and hold 15–20% of construction as contingency. That is your realistic overall renovation cost exposure.

Example: 2,000 sq ft × $350 = $700,000 construction → $770,000 with soft costs → $870,100 with HST → hold ~$118,600 contingency → plan against roughly $989,000.

This will not be your quote. It will be close enough to tell you whether to proceed, adjust scope, or reconsider direction — which is exactly what it is for.

How to Compare Contractor Quotes Fairly

You will receive proposals that vary by hundreds of thousands of dollars for what you believe is the same project. Here is why, and what to do about it.

They are not pricing the same project. Without complete drawings and a specified list of materials, fixtures and finishes, every estimator is imagining a different house. Five experienced estimators given the same vague scope will produce five different kitchens in their heads and five different numbers on paper. Genuine apples-to-apples comparison is only possible once drawings and specifications exist.

Interrogate the allowances. An allowance is a placeholder — “$12,000 for flooring.” If your selections come in at $22,000, you pay the difference. A low bid is often just a bid with optimistic allowances, and the gap surfaces at the worst possible moment: after demolition, when you have no leverage.

Treat a dramatic outlier as information. If one proposal is 30% below the others, something is missing. It may be permit fees, waste disposal, site supervision, engineering, or a plan to recover margin through change orders. Ask them to walk you through the exclusions line by line.

Ask what happens when conditions change. The answer to “how do you handle a condition that was not visible at bid time?” tells you more about how the project will actually run than any number in the proposal.

Understand that early estimates are ranges. Even after a thorough site visit, an honest estimate on a pre-1960 home is accurate to within perhaps 20–30% until design is complete and investigative work has been done. Any builder promising more precision than that before drawings exist is promising something they cannot deliver.

Why Design-Build Controls Cost

The conventional path is sequential: hire a designer, complete drawings, tender to builders, discover the design costs 40% more than you had planned, and redesign. That loop is common, expensive and entirely avoidable.

Design-build compresses it. When the people who will build the project are involved while it is still being drawn, three things change:

Budget informs design from day one. Structural approaches, material selections and mechanical strategies are evaluated for cost as they are proposed, not after. You never fall in love with a plan you cannot build.

Value engineering happens as a design discipline, not a rescue operation. There is almost always more than one way to achieve a spatial or aesthetic goal. Choosing among them while drawing is design. Choosing among them after tendering is damage control.

Problems are found on paper. A conflict resolved in a drawing costs an hour. The same conflict discovered on site costs a change order, a trade re-sequence and two weeks of schedule.

Accountability sits in one place. When design and construction are under one contract, there is no gap for a problem to fall into.

Two timeline considerations affect your budget, and only one is obvious.

Project duration. A mid-range full home renovation on a Toronto home typically runs 6–10 months of construction, with 2–4 months of design and permitting beforehand. Gut renovations, additions and anything requiring a variance run longer. Every month is a month of carrying costs and, usually, temporary accommodation.

Market timing. Construction costs in Toronto have been remarkably flat recently — Statistics Canada recorded a 0.1% increase in Q1 2026 and a 0.8% decrease in Q2 2026 for residential building construction in the Toronto CMA. Historically, that is unusual. Over the preceding decade, Toronto-area construction pricing escalated meaningfully year over year. Flat quarters are a window, not a trend. If your project is two years out, build escalation into your planning.

Do I need a permit?

Almost certainly, if the work involves structure, plumbing relocation, electrical service, new openings, or any change in floor area. Cosmetic finish work generally does not require a building permit. When in doubt, assume yes — proceeding without one creates far more expensive problems than obtaining one.

Will renovating increase my home’s resale value?

When a gut renovation estimate reaches roughly 60–70% of new construction cost for the same finished square footage, a rebuild deserves genuine analysis — particularly if the foundation, envelope and mechanical systems all require replacement anyway.
